Planning a CCTV System Upgrade: What Should You Consider Before Installation Starts?

A practical guide to the infrastructure, operational and project considerations that should be addressed before a CCTV system upgrade begins.

Introduction

CCTV upgrades can appear relatively straightforward. Replace the cameras, upgrade the recording platform and commission the new system.

In practice, the cameras are often only one part of the project. Existing cabling, network capacity, PoE availability, recording requirements, camera locations, site access and legacy infrastructure can all affect how smoothly the upgrade is delivered.

For live commercial and retail environments, the project also has to be coordinated around security operations, trading hours, contractors, stakeholders and the need to maintain appropriate CCTV coverage throughout the transition.

Understand the Existing CCTV Estate

Before planning a CCTV upgrade, establish exactly what is already installed and how the current system is being used.


That means reviewing more than the cameras themselves. Recording hardware, VMS software, licences, network switches, cabinets, fibre links, power, structured cabling and existing documentation can all affect what is practical during an upgrade.


It is also worth confirming what is still required operationally. Camera locations that made sense ten years ago may no longer provide the right coverage, while existing equipment may be capable of remaining in service rather than being replaced unnecessarily.

Define What the CCTV System Needs to Achieve

Before selecting cameras or designing the new system, it is important to establish what the CCTV system is actually expected to achieve.

Different areas may have very different requirements. A camera monitoring a building entrance may need to provide reliable identification, while cameras covering public spaces, service areas or vehicle routes may be intended primarily for general surveillance, incident investigation or situational awareness.

Defining these requirements early helps avoid designing a system around equipment specifications rather than operational needs. It also gives the project team clearer criteria against which the completed system can be tested and accepted.

  • Identification, recognition or general surveillance requirements

  • Critical entrances, exits and high-risk areas

  • Low-light and challenging lighting conditions

Check the Network Infrastructure

Modern IP CCTV systems rely heavily on the underlying network infrastructure. A camera upgrade can therefore expose limitations elsewhere in the estate that may not be obvious during the initial design.

Existing switches should be checked for available ports, PoE capacity and suitability for the proposed cameras. Network bandwidth, uplink capacity and the fibre or copper backbone also need to be considered, particularly where higher-resolution cameras or larger numbers of devices are being introduced.

Cabinet capacity and physical infrastructure matter too. An apparently simple camera replacement can lead to additional switches, patching, fibre links, power requirements or structured cabling works once the existing infrastructure has been properly assessed.

Where the CCTV network is managed by an internal or third-party IT provider, their involvement should be established early so that requirements such as IP addressing, VLANs, switch configuration and cybersecurity do not become installation-day dependencies.

DON'T OVERLOOK THE NETWORK

A CCTV system can only perform as well as the infrastructure supporting it. Identifying network limitations during the survey and design stage is significantly easier than discovering them during installation.

03 Check the Network Infrastructure

Consider Recording, Storage and Retention.

Increasing camera resolution or adding additional cameras can have a significant impact on recording and storage requirements. What appears to be a straightforward camera upgrade can therefore require changes to servers, storage or recording infrastructure.

Retention requirements should be confirmed before the system is designed. The required number of recording days, camera resolution, frame rate, compression settings and expected recording method all influence the amount of storage required.

It is also important to understand whether the existing recording platform has sufficient capacity for the proposed system.

This includes not only available storage, but also server performance, camera licensing and any limitations within the existing VMS or NVR platform.

 

Where additional storage or recording hardware is required, this should be identified during the design stage rather than becoming an unexpected requirement during commissioning.

Survey Camera Locations Properly.

Camera locations that work on a drawing do not always work in the real environment. A physical site survey is therefore an important part of planning a CCTV upgrade.

Each proposed location should be assessed for the required field of view, mounting position and installation access. Lighting conditions, obstructions, ceiling heights and the surrounding environment can all influence the camera type and position required.

The survey should also consider how the camera will actually be installed. Cable routes, containment, access equipment, working-at-height requirements and the construction of the mounting surface can significantly affect the installation.

On existing sites, it is also worth challenging whether every camera should simply return to its current position. Changes to layouts, tenant areas, entrances, landscaping or operational requirements may mean that existing locations no longer provide the most useful coverage.

Plan the Migration

Replacing an existing CCTV system on a live site requires more than an installation programme. The transition from the old system to the new one needs to be planned so that security coverage and site operations are maintained throughout the project.

A phased approach is often appropriate, particularly on larger estates. Cameras, network infrastructure and recording equipment can be migrated in controlled stages rather than attempting to replace the entire system at once.

The sequence should consider which cameras are operationally critical, when existing equipment can be removed, when new equipment becomes available to operators and how any temporary loss of coverage will be managed.

Installation windows also need to reflect the environment. In retail, commercial and other operational sites, access restrictions, trading hours, permits, control-room coordination and out-of-hours working can all influence the programme.

On an operational site, successful delivery is not simply about completing the installation. The migration needs to protect security operations, minimise disruption and give operators confidence in the new system as it is brought into service.

Maintain Coverage
Plan the sequence around critical cameras and operational areas.

Coordinate Stakeholders
Keep security, IT, facilities and installation teams aligned.

Control the Changeover
Test and hand over each stage before removing the systems it replaces.

The system still has to work while it's being replaced.

Identify Everyone Who Needs to Be Involved.

CCTV upgrades rarely involve the security team alone. Depending on the site and the scope of the project, several internal teams, external suppliers and specialist contractors may need to contribute to the design and delivery.

Identifying these stakeholders early helps prevent decisions being made in isolation. For example, the CCTV contractor may need network information from IT, access arrangements from facilities, operational requirements from security and approval for working methods from site management.

Responsibilities should also be clear. Establishing who provides IP addresses, configures network switches, approves camera views, manages permits, provides access and signs off the completed system can remove significant uncertainty from the installation programme.

For larger or more complex projects, a clear communication and escalation route is particularly valuable. Issues can then be directed to the right stakeholder without unnecessarily delaying the installation team.

Agree Testing and Acceptance Before Installation

Testing and acceptance criteria should be agreed before installation begins, rather than being decided at the end of the project.


A camera being online and recording does not necessarily mean that it meets the operational requirement. The completed system should be checked against the agreed coverage, image quality, recording and operational requirements established during the design stage.


Camera views should be reviewed with the appropriate stakeholders, particularly where identification, entrances, critical areas or specific operational objectives are important. Recording and playback should also be tested to confirm that footage can be retrieved as expected.


Defining the acceptance process in advance also makes project completion clearer. Any defects or adjustments can be recorded, assigned and closed systematically rather than becoming an open-ended list of changes after installation.

08 Agree Testing and Acceptance Before Installation

Documentation and Handover

A CCTV upgrade should finish with a clear and usable record of what has actually been installed. Good documentation makes the system easier to operate, support, maintain and develop in the future.

Project documentation should reflect the completed installation rather than simply reproducing the original design. Camera positions, device details, network information and drawings may all change during delivery and should be updated accordingly.

The handover should also confirm that the people responsible for operating and supporting the system have the information they need. This may include administrator access, operator guidance, warranties, licences, support contacts and any outstanding maintenance requirements.

For larger estates, maintaining accurate system information is particularly valuable. Future upgrades, fault investigations and expansion projects become considerably easier when there is a reliable record of the existing CCTV infrastructure.

Taking the time to understand the existing estate and agree the requirements before installation begins can significantly reduce disruption, unexpected costs and programme risk later in the project.
